Born in Rock Island, Illinois, Koen studied at the Art Institute of Chicago with Charles Francis Brown, Henry Lathrop, and Henry Snell and in Europe. She worked in California before 1916, spending summers in Gloucester and Rockport, Massachusetts and in Boothbay Harbor, Maine. She was strongly influenced by Robert Henri, Jane Peterson, and the Ash Can painters. Koen was a member of the North Shore Art Association, the Chicago Assoc. of Painters & Sculptors, the National Assoc. of Women Artists, and more. She exhibited at the Art Institute of Chicago (1913 – 1914), the Pennsylvania Academy Annual (1918 – 1920), and the Corcoran.
